Oahu 8/17/2008 Sewage WarningSchofield Barracks Sewage Discharge OAHUSewer Manhole OverflowOn Sunday, August 17, 2008, at 2:38 pm, CWB was notified by State Operator of a sewer manhole overflow at/near Bldg 137 (Noho Place). An estimated 480 gallons flowed from the manhole at about 11:30 am and about 150 to 200 gallons entered into a storm drain. CWB called Aqua Engineers (Contractor for Army) for verification and details. Aqua Engineers did not know if discharge entered into a stream. CWB told Aqua Engineers to find out if it did. CWB was notified by Aqua that they could not determine discharge site because they did not have map of drainage system but would have information for me on Monday. Monday has come and gone and CWB has not received any notification. CWB will follow up with appropriate actions with permitee. As a precaution, the public and military personnel are advised to stay out of Waikoloa Gulch and Kaukonahua Stream. CWB does not believe discharge will reach Kaiaka Bay. However, a small amount may reach Kaukonahua Stream.
Oahu 7/29/2008 Sewage WarningUPDATE Sand Island Army Force Main RepairsBroken Sewer LineUPDATE 8/8/08 Contractor has been selected for repairs to force main. Contractor is awaiting parts from mainland. Anticipate repairs to begin Monday 8/11/08. At the beginning of repairs, we anticipate a certain amount of sewage being spilled into the water. This is unavoidable due to the location of the pipe under the bridge and over the Kalihi Channel. Warning signs will continue to be posted for this reason. Repairs should be completed by Friday 8/15/08.
Oahu 7/29/2008 Sewage WarningWaste Water Discharge Sand Island BridgeBroken Sewer LineUPDATE 7/29/08. NAVFAC Hawaii (formerly PWC) in not involved in the repair of the Army's broken force main as previously stated. There was a miscommunication on the part of the CWB and we apologize to the Navy for any inconveniences. A follow up investigation at 9 am by CWB Monitoring staff found the force main still discharging and no warning signs were found. Due to the height of the break and brisk winds, strong sewage odor and intermittent spray was noticed at wharf area fronting the Marine Education & Training Center. The odor persisted thru the Kalihi Channel side of Sand Island boat ramp. Since no warning signs were observed, CWB Monitoring staff posted signs at the Sand Island Boat ramp and the shoreline across the Kalihi Channel downwind of the Sand Island Bridge. Staff at the Marine Education & Training Center said they will keep people away from the wharf area. After signs were posted, staff from the Army's Directorate of Public Works arrived and were briefed by CWB staff. Army Environmental staff were instructed to collect water samples at specific sites daily until bacteria levels return to normal.
Oahu 7/28/2008 Sewage WarningWaste Water Discharge Sand Island Bridge Broken Sewer LineCWB has been notified of a sewage discharge from a force main under the Sand Island bridge adjacent to the Marine Education & Training Center. The force main belngs to the U.S Army. At 3:00 pm, the City notified CWB of an ongoing break, discharging water of unknown origin from the bridge. The City checked their system, and the BWS checked their lines and determined that it was not theirs. It was determined that the line belongs to the Army and the City notified Army officials. The discharge was estimated at 250 to 300 gallons per minute. Navy Public Works Center staff have arrived at the site and will be making necessary repairs. In the meantime, sewage will be diverted to the Fort Kam WWTP. CWB is waiting for confirmation and signage. The public is advised to stay out of the waters fronting the Marine Education & training Center, UH Marine Center, Snug Harbor, Kapalama Basin, Mokauea Island, and the Kalihi Channel of Keehi Lagoon.
